Update of the Housing Element of the General Plan

APPEAL OF THE PRELIMINARY NEGATIVE DECLARATION
and PUBLIC HEARING ON THE PROPOSAL FOR ADOPTION

*Please call 415 558 64 22 after May 9 for estimated time this item will be heard. The Housing Element - Proposal for Adoption was released in May 2004. This document incorporates changes to the Housing Element Final Draft for Public Review released on September 18, 2003. This Proposal for Adoption therefore builds on a previous editions of the Housing Element released for public comment on August 2002, February 2003 and July 2003. A separate Response to Comments document, which accompanied the September 2003 document, lists all commissioner comments, accompanying staff responses, and any amendments made to the Housing Element text as a result of a specific comment.

Following public hearings before the City Planning Commission and the Board of Supervisors, the City must adopt and approve the Housing Element before submitting it to the State Department of Housing and Community Development for certification. The state's certification is crucial as non-compliance with state requirements reduces the City's access to competitive affordable housing funds as well as infrastructure and transportation funding.

The Housing Element Proposal for Adoption consists of two parts:

Part I: Data and Needs Analysis includes information about the San Francisco's housing stock and recent production and an analysis of the City's housing need. It was first released for public comment on May 24, 2001 at a presentation before the Planning Commission. A public hearing on the Part I Draft and the Housing Element process was conducted before the Planning Commission on June 14, 2001.

Part II consists of a proposed set of General Plan Objectives and Policies, as well as Implementation Programs for each policy. The Part II draft was first released for public comment on August 15, 2002.

Appendix B: Public Participation in the Development of the Housing Element
Appendix C: Preliminary Work Program for Implementing the Housing Element
Appendix D: Assumptions and Development Standards: Build-Out Analysis, by Zoning Type

Additional public hearings before the City Planning Commission and the Board of Supervisors will be announced as soon as possible as will a schedule for the Housing Element's adoption.
